بررسی نقش اعتبارات بنگاه‌های زودبازده در توسعه صنعت دامپروری

چکیده

حمایت از ایجاد و توسعه بنگاه‌های کوچک و متوسط اقتصادی یکی از اولویت‌های اساسی در برنامه‌های توسعه اقتصادی بیشتر کشورهاست. با این وجود بنگاه‌های کوچک و متوسط اقتصادی در ایران با بحث‌های فراوانی از سوی موافقان و مخالفان آن در مورد میزان اثر‌بخشی آن روبرو بوده است. با توجه به این موضوع، این مطالعه با رویکرد ارزیابی عملکرد بنگاه‌های زود‌بازده و بررسی تاثیر آن بر متغیرهای کلان اقتصادی، میزان دسترسی به اهداف پیش‌بینی شده در این طرح‌ها در زمینه اشتغال پایدار، سرمایه‌گذاری و بهبود سودآوری را مورد بررسی و ارزیابی قرار داده است. جهت بررسی این موضوع، بنگاه‌های دریافت کننده اعتبارات زودبازده در بخش دامپروری شهرستان بابل طی سال 1386 از طریق سرشماری انتخاب(50 طرح) و با گروهی دیگر از بنگاه‌ها که از اعتبارات بنگاه‌های زودبازده استفاده نکرده‌اند(24 طرح)، با استفاده از روش جورسازی مورد مقایسه قرارگرفته‌اند. نتایج حاصل از این مطالعه نشان داد اگر چه میزان انحراف مالی و اشتغال در نمونه مورد بررسی بسیار پایین بوده است، ولی تعداد زیادی از بنگاه‌های به بهره‌برداری رسیده در این بخش، طی دو یا سه سال اول فعالیت خود تعطیل شده‌اند. همچنین بررسی نتایج در میان بنگاه‌های در حال فعالیت نشان داد اگر چه این اعتبارات تاثیر مثبت بر اشتغال داشته و سبب ایجاد سرمایه‌گذاری جدید در این بخش شده است، اما این اثرات در بلندمدت پایدار نبوده و اشتغال و سرمایه‌گذاری در میان این بنگاه‌ها در طی این دوره به شدت کاهش یافته است. با توجه به نتایج این مطالعه، تعیین دوره تنفس مناسب و تامین سرمایه در گردش دامداران، طی سال‌های آتی از طریق تاسیس بانک‌های تخصصی در زمینه اعتبارات خرد و همچنین ایجاد ثبات در بازار نهاده و محصول پیشنهاد شده است.

Supporting establishment and development of small and medium enterprises is one of priorities in the economic development plans in most developing countries. However, opponents and proponents have largely discussed the effectiveness of small and medium economic enterprises in Iran. This study aims to evaluate the performance of livestock enterprises which got loans under early return credit program and its impact on macroeconomic variables. Data were collected from a sample of 50 beneficiary and 24 non-beneficiary farms in Babol region in 1386. The matching method was used to safeguard comparison. The results of the study revealed that some of farms stopped their activity after two or three years. In the remaining farms, credit had a positive impact on employment and led to new investment. Finally, some recommendations are made to improve the situation.
