تحلیل عوامل مؤثر بر توسعه‌یافتگی محلات شهری از منظر عدالت فضایی (نمونه موردی: مقایسه تطبیقی محله ارم و ابیوردی- شهر شیراز)

چکیده

امروزه ایجاد عدالت فضایی در محلات به یکی از بزرگ­ترین چالش­های مدیران و برنامه­ریزان شهری تبدیل شده است. در حالی­که پیشرفت نامتوازن محلات در شهر، یکی از موضوعات است که سبب توسعه ناهمگون محلات می­شود. پژوهش حاضر با انتخاب دو محله در شهر شیراز با موقعیت مکانی و امکان برخورداری از خدمات شهری در شرایط تقریباً مساوی، مجموعه عواملی که منجر به توسعه نامتوازن آنها شده است را مورد ارزیابی قرار می­دهد. در گام نخست، این دو محله از نظر شعاع دسترسی به امکانات شهری مورد ارزیابی قرار گرفتند. سپس با استفاده از روش کیفی شامل انجام مصاحبه با جامعه آماری 179 نفره که متشکل از ساکنین هر محله، مدیران و کارشناسان مرتبط با امور شهری، متخصصین در امور املاک و مردم ساکن در سایر محلات شهر، به استخراج مجموعه عوامل عدم رشد مساوی در این دو محله پرداخته شد. در ادامه با استفاده از آزمون تحلیل عاملی، به وزن دهی داده­­های تحقیق پرداخته و در نهایت از میان مجموعه عوامل مربوط به حوزه­های کالبدی، اجتماعی و اقتصادی، مهم­ترین عوامل توسعه و یا عدم آن، در دو محله استخراج گردید. نتایج نشان داد که محله ابیوردی، علیرغم همجواری با محله ارم، از منظر توسعه فضایی از سطح پایین­تری برخوردار است. از جمله علل توسعه یافتگی محله ارم نسبت به محله ابیوردی در بعد کالبدی می­توان به وجود قطعات بزرگ زمین، وجود فضای سبز مناسب و سیمای بصری زیبای این محله اشاره نمود. در بعد اجتماعی نیز افزایش نسبی امنیت در محله ارم، وجود عناصر هویت بخش در این محله از جمله عوامل توسعه یافتگی تبیین شده­اند. در زمینه اقتصادی نیز، تمایل سازندگان به سرمایه گذاری به دلیل استقبال مردم و توجیه­پذیر بودن آن، سبب پایدارتر شدن این محله شده است. با این حال چنین به نظر می­رسد که توجه توامان به سه شاخص کالبدی، اجتماعی و اقتصادی در سطح محلات، می­تواند زمینه رشد متوازن و برقراری عدالت فضایی را در سطح محلات شهری فراهم آورد

The Analysis of the Factors Affecting the Development of Urban Neighborhoods in Terms of Spatial Equity

        Now a days, creating spatial fairness in neighborhoods has become one of the biggest challenges facing urban planners. While the uneven progress of neighborhoods in the city is one of the issues that causes the development of heterogeneous neighborhood. The present study was conducted by selecting two neighborhoods in Shiraz with almost equal conditions with respect to the location and the possibility of having urban services. In this study, a series of factors that lead to their unbalanced development were evaluated. In the first step, these two neighborhoods were evaluated in terms of the radius of access to urban facilities. Then, using a qualitatie method including a series of interviews in each neighborhood with  179 residents, managers and experts in urban affairs, real estate professionals and people living in other neighborhoods of the city, a set of factors regardingthe the lack of growth in these two neighborhoods was extracted. Then, using factor analysis, the data were weighted. Finally, among the set of factors related to the physical, social, and economic fields, the main factors which lead to development or absence of development were extracted in two neighborhoods. The results showed that the Abiverdy quarter, regardless of being in the neighborhood of the Eram quarter, had a lower level of spatial development. In the physical aspect, one of the reasons of the development of the quarter of Eram compared to the Abiverdy quarter was the presence of large parts of the earth, the presence of good green space, and the beautiful visual appearance of the neighborhood. In the social dimension, there was also a relative increase in security in the quarter of Eram. The existence of the elements of identity in this quarter were identified as developmental factors. From the economic prespective, the willingness of builders to invest due to the public acceptance and justifiability has made the neighborhood more stable. It was cocluded that focusing on the three physical, social and economic indicators at the local level can provide the basis for a balanced growth and the establishment of spatial justice at the level of urban quarters.
