چکیده
تاکنون دو رویکرد «عقلایی گرایی فن محور» و «ارتباطی» در چارچوب و فرآیند برنامه‌ریزی توسعه مطرح بوده‌ است که در نظام برنامه‌ریزی ایران استفاده از رویکرد عقلایی گرایی در فرآیند مذکور غلبه داشته است. این پژوهش با هدف واکاوی جایگاه برنامه‌ریزی روستایی و تأثیر آن بر توسعه پایدار سکونتگاه‌های روستایی در ناحیه شهرستان‌های پاکدشت و ری به روش توصیفی‌ـ تحلیلی بر روی 54 روستای نمونه از 124 روستای ناحیه موردمطالعه انجام شد. برای تعیین ارتباط بین متغیرها از روش مدل معادلات ساختاری و از نرم‌افزار آموس گرافیک استفاده شد. یافته‌های پژوهش ناکارآمد بودن رویکرد برنامه‌ریزی در ارتقای شاخص‌های توانمندسازی در توسعه پایدار روستایی را نشان می‌دهد؛ و اینکه اقدام مؤثری برای ارتقاء شاخص‌های فرآیند توانمندسازی روستاییان در راستای توسعه پایدار روستایی صورت نگرفته است. همچنین، بر اساس مدل ارتباطی استاندارد رویکرد فعلی برنامه‌ریزی از نظر ارتقاء شاخص های توانمندسازی روستاییان به‌منظور مشارکت آن‌ها در فرآیند توسعه پایدار روستایی بر مبنای شاخص نیکویی برازش حاصل‌شده؛ دارای برازش نامطلوب است بدین معنی که برنامه‌ریزی در وضع موجود نتوانسته احساس معنی دار بودن، اعتماد و اطمینان، شایستگی، خودباوری، خود تعیینی، شفاف‌سازی را در بین روستاییان ایجاد نماید و گیرندگان و بروز دهندگان «توانمندسازی نامولد» هنوز به شکل فزاینده‌ای غلبه دارند. درمجموع یافته‌های پژوهش حاضر زمینه لازم برای درک و فهم مشترکی از برنامه‌ریزی ارتباطی فراهم می-سازد. از جنبه‌های ادراکی و معرفتی نیز به دنبال آن است تا انسجام لازم در ترسیم خطوط اساسی انگاره نوین توسعه شکل بگیرد و به تعیین چهارچوب الگوی کار رویکرد نوین یاری رساند و بدین ترتیب پشتوانه‌های معرفتی و غنای لازم برای کمک به توسعه روستایی مناسب و پایدار از طریق برنامه‌ریزی و عملیاتی کردن پروژه‌های تولیدی و عمرانی با مشارکت روستاییان فراهم سازد.

چکیده [English]
The two approaches of instrumental rationalism and collaborative have so far been addressed in the framework and process of development planning which in Iran's planning system has overcome the instrumental rationalism approach in the planning process. The purpose of this study is to investigate the rural planning status and its impacts on the sustainable development of rural settlements in Pakdasht and Rye districts by descriptive-analytic method on 54 villages from 124 villages of the studied area. To determine the relationship between the variables, the model of equations of Structure and the graphic AMOS software were used. The results of Pearson test showed that according to the governing approach of the planning system and the characteristics of the villages, none of the rural empowerment indices have been effective in promoting these indicators in the process of sustainable rural development. Also, based on the standard communication model (path analysis), the current planning approach to improve the rural empowerment indices in the sustainable rural development process based on the goodness fit index is undesirable. In fact, planning in the present situation has failed to create meaningful sense, trust, competence, self-esteem, self-determination and transparency among villagers and the "Unproductive Empowerment" is still increasingly overcoming. Overall, the findings of the present study provide the necessary base for joint understanding of Collaborative planning. From the perceptual and epistemic points of view, it also seeks to coherence in the design of the basic lines of the modern notion of development and to help determine the framework of the work pattern of the new approach. In this way, provide the epistemic and riches are needed to help develop a sustainable rural development through the planning and operation of village development projects.
