چکیده

محدودیت منابع بودجه‌ای و ظرفیت‌های اقتصادی مدیریت‌های مناطق کلانشهری برای تأمین منابع پروژه‌های بزرگ فرهنگی، فنی و اقتصادی مدیریت مناطق کلانشهری را بر آن داشته تا تمامی‌تلاش خود را در بهره‌گیری از مشارکت فعال بخش خصوصی و ایجاد فضای رقابتی مناسب برای فعالیت آنها و به طور کلی تمرکززدایی از تصمیم‌گیری گرفته تا مدیریت بهره‌برداری را بکار بندند که این تلاش‌ها در قالب روش‌های مختلفی چون مشارکت‌های عمومی‌- خصوصی متبلور شده و موجب تسریع در روند توسعه اقتصادی، اجتماعی و زیرساختی شده است. این پژوهش از نظر روش و ماهیت توصیفی- تحلیلی بوده و از حیث هدف پژوهش در دسته پژوهشات کاربردی قرار دارد. در این پژوهش از روش کتابخانه‌ای و پیمایشی استفاده شده است. در تحلیل و بررسی متغیرها از آزمون های میانگین، معادلات ساختاری و رگرسیون استفاده شده است. جامعه آماری این تحقیق، 100 نفر از مدیران سازمان ها و بخش خصوصی در شهرداری تهران می‌باشند. در این تحقیق برای انتخاب نمونه‌های حاضر از روش نمونه گیری تصادفی ساده استفاده شده است. نتایج پژوهش نشان می دهد که از بین 4 متغیری که اثرگذاری آنها بر متغیر ppp مورد بررسی قرار گرفته، متغیر نظارت کمترین مقدار آماره را به خود اختصاص داده است و چون کمتر از مقدار آمارة استاندارد 96/1 هستند، لذا اثرگذاری این متغیر آخری معنی دار نیست. اما مابقی متغیرها معنی دار هستند و بیشترین مقدار آماره را به خود اختصاص داده اند.

Limited budget resources and economic capacities of metropolitan area management to provide resources for major cultural, technical and economic projects of metropolitan area management have made every effort to take advantage of the active participation of the private sector and create a competitive environment for their activities and decentralization in general. From decision-making to exploitation management, these efforts have been crystallized in various ways such as public-private partnerships and have accelerated the process of economic, social and infrastructural development. Urban development needs a conceptual relationship with its environment and must be related to its location in terms of content and respond to all interactions and dynamics resulting from the architectural, cultural and spatial context of its context. This research is descriptive-analytical in terms of method and nature and is in the category of applied research in terms of research purpose. In this research, library and survey methods have been used. Mean analysis, structural equations and regression tests were used to analyze the variables. The statistical population of this research is 100 managers of organizations and the private sector in Tehran Municipality. The purpose of this study is to analyze the factors affecting the implementation of the public-private partnership model in the metropolitan area of Tehran. In this research, a simple random sampling method has been used to select the present samples. The results show that among the 4 variables whose effect on the ppp variable has been studied, the monitoring variable has the lowest value of statistics and because they are less than the standard statistic value of 1.96, so the effect of this last variable is significant. It does not. But the other variables are significant and have the highest statistical value.
