تأثیر سپرده‌گذاری و اعتبارات اعطایی بانک کشاورزی بر ارزش افزوده بخش کشاورزی در استان‌های منتخب غرب ایران (کاربرد روش ARDL پانلی)

چکیده

مقدمه و هدف: در ایران به دلیل فصلی بودن تولیدات و فاصله زمانی بین حصول درآمد و نیاز به منابع مالی در شروع فصل کشت، ضعف بنیه مالی بیشتر کشاورزان و و همچنین حضور اندک سرمایه‌گذاران خصوصی در بخش کشاورزی، تأمین مالی بخش کشاورزی را به تسهیلات دریافتی از بانک‌ها به ویژه بانک کشاورزی وابسته کرده است. در این تحقیق اثر سپرده‌گذاری و اعتبارات اعطائی بانک کشاورزی بر ارزش افزوده بخش کشاورزی استان‌های غرب کشور (همدان،کرمانشاه،کردستان، لرستان وایلام) طی دوره 1380 الی 1398 مورد بررسی قرار گرفت.
مواد و روش­ها: جهت بررسی تاثیر اعتبارات بانک کشاورزی بر ارزش افزوده کشاورزی و بررسی وجود هم‌انباشتگی و رابطه بلندمدت از الگوی خودرگرسیونی با وقفه‌های توزیعی گسترده پانلی استفاده شد.
یافته­ ها: نتایج مطالعه نشان ‌داد که مقدار حقیقی اعتبارات بانک کشاورزی اثر مثبت و معناداری بر ارزش افزوده بخش کشاورزی دارد. نتایج برآورد رابطه هم‌انباشتگی نشان می‌دهد که بین مقادیر واقعی ارزش افزوده بخش کشاورزی و اعتبارات اعطایی به بخش، رابطه مثبت و معنی‌دار در بلندمدت وجود دارد. همچنین متغیرهای سپرده‌های مردمی در بانک کشاورزی و نیروی‌کار اثر مثبت و معنی‌داری بر ارزش افزوده بخش داشته، اما رابطه بلندمدت میان متغیرهای بارندگی و سطح زیرکشت با ارزش افزوده کشاورزی مورد تأیید قرار نگرفت.
بحث و نتیجه­ گیری: با توجه به نتایج مطالعه، و تاثیر مثبت سپرده‌گذاری بانکی و اعتبارات کشاورزی بر ارزش افزده بخش کشاورزی، پیشنهاد می‌شود سرمایه‌های خرد از طریق تشویق به سپرده گذاری درآمدهای مازاد بخش کشاورزی و جامعه روستایی در بانک ها و اعطای امتیازات متقابل تجهیز شود، روند اعطای اعتبارات به کشاورزان (فرآیندهای بروکراتیک، ضمانت و ...) تسهیل گردد و جرایم دیرکرد کشاورزان مورد بخشش قرار گیرد. همچنین اعطای تسهیلات هدفمند و در جهت بهره‌گیری از فناوری اعطا گردد.

چکیده [English]

In this study, the effect of public despite and agricultural bank credits on the value added of the agricultural sector in the western provinces of the Iran (Hamedan, Kermanshah, Kurdistan, Lorestan and Ilam) during the period 2001 to 2019 has been studied.

In order to investigate the effect of Keshavarzi Bank credits on agricultural value added and to investigate the existence of integration and long-term relationship, the Panel Autoregressive Distributed Lag (Panel ARDL) model was used.

The results of the study showed that the real amount of agricultural bank credits has a positive and significant effect on the value added of the agricultural sector. The results of estimating the co-integration relationship show that there is a positive and significant relationship between the real values of value added of the agricultural sector and the credits granted to the sector in the long run. Also, the variables of public deposits in the Agricultural Bank and labor force had a positive and significant effect on value added,
