مکان‌یابی کلانتری‌های شهری با رویکرد پدافند غیرعامل به‌منظور توسعه گردشگری ایمن (مطالعه موردی: شهر چالوس)

چکیده

استقرار کلانتری به‌عنوان عنصر مهم شهری تأمین امنیت در موقعیت فضایی - کالبدی شهر، تابع اصول، قواعد و ساز و کار خاصی است که در صورت رعایت، به موفقیت و کارایی عملکردی این عنصر مهم در انجام فعالیت‌های توأم با ایمنی برای گردشگران منجر می‌شود. هدف اصلی پژوهش حاضر تبیین مکان‌یابی بهینه کلانتری‌ها با رویکرد پدافند غیرعامل گردشگری ایمن در شهر چالوس می‌باشد. بدین‌منظور، با استفاده از روش توصیفی - تحلیلی، به‌منظور توسعه گردشگری ایمن، مکان‌گزینی کلانتری‌ها با رویکرد پدافند غیر عامل مورد بررسی و تحلیل قرار گرفت. معیارهای سازگار با خدمات، زیرساخت‌ها/ تجهیزات، اجتماعی/ فرهنگی، کالبدی/ محیطی و گردشگری، شامل 21 معیار مکانی در قالب 5 متغیر، برای مکان‌گزینی پهنه‌های مناسب ایجاد کلانتری در شهر مورد استفاده قرار گرفت. این مرحله شامل آماده‌سازی داده‌ها، نرمال‌سازی و همپوشانی مؤلفه‌های مکانی تأثیرگذار در مکان‌گزینی پهنه‌های مناسب برای ایجاد کلانتری‌های جدید در سطح شهر مطالعاتی بوده است که انجام آن با فرآیند تحلیل سلسله مراتبی فازی میسر گردید. با توجه به وزن‌های نهایی زیرمعیارها، میزان جرم‌خیزی در محلات مختلف شهری چالوس، مهم‌ترین عامل در تعیین مکان بهینه برای ایجاد کلانتری جدید از نگاه متخصصان و کارشناسان است. بر اساس نقشه‌های مکان‌یابی ایجاد کلانتری‌های جدید، در شهر چالوس سه پهنه مناسب برای احداث کلانتری وجود دارد؛ پهنه اول در محور جاده چالوس- نوشهر در بخش جنوب غربی شهر، پهنه دوم حد فاصل بلوار امام خمینی تا بلوار امام رضا در محدوده خیابان دوستگر تا خیابان پورمرادی و پهنه سوم بلوار رادیو دریا در محدوده هتل گلسار. با در نظر گرفتن این لکه‌های مناسب برای شهر چالوس، چند موقعیت پیشنهادی برای احداث کلانتری‌های جدید با رویکرد پدافند غیر عامل در گردشگری ایمن، ارائه شده است.

چکیده [English]

The establishment of police station as an important urban element of providing security in the physical-spatial position of the coastal city of Chalus is subject to special principles, rules and mechanisms, which, if followed, will contribute to the success and functional efficiency of this important element in carrying out activities combined with safety for tourists. In this research, using the descriptive-analytical method, in order to develop safe tourism, site selection of police stations was investigated and analyzed with a passive defense approach. First, the services, infrastructure/ equipment, social/ cultural, physical/ environmental and tourism criteria, including 21 spatial criteria in the form of 5 variables, were used to select suitable areas for establishing a police station in the coastal city of Chalus. This step includes data preparation, normalization and overlaying of influential spatial components in the selection of suitable areas for the creation of new police stations in the study city, which was made possible by the process of fuzzy hierarchical analysis. According to the final weights of the sub-criteria, the level of crime in different urban areas of Chalus is the most important factor in determining the optimal location for the establishment of a new police station from the point of view of specialists and experts. According to the site selection map for this, there are three areas suitable for the construction of a police station in Chalus city: first section is on Chalus-Nowshahr road axis in the southwest part of the city, second section is the distance from Imam Khomeini Boulevard to Imam Reza Boulevard in the area of Dostgar Street to Pourmoradi Street and third section is Radio Darya Boulevard in the area of Golsar Hotel. Considering these suitable spots, some suggested situations for the construction of new police stations with a non-active defense approach in safe tourism have been presented.
