چکیده

حکمروایی شهری به طور سنتی شامل ساختارهای سلسله مراتبی و بوروکراتیک است که دولت های شهری نقش مرکزی را ایفا می کنند. ظهور شهرهای هوشمند که با استفاده از فناوری‌های اطلاعات و ارتباطات برای بهبود خدمات و زیرساخت‌های شهری مشخص می‌شود، نیازمند بازنگری در این مدل‌های سنتی است. این مقاله با هدف انجام فراترکیب مفهوم حکمروایی شهری از منظر شهر هوشمند صورت پذیرفته است. در این مطالعه از روش فراترکیب بر اساس راهنمای ساندلوسکی و باروسو به عنوان یک مرور روایی از پیش تعریف‌شده صورت پذیرفت. با جست و جو در پایگاه های Scopus و Google Scholar تعداد 1425 مقاله بدست آمد. پس از آن، با استفاده از چک لیست PRISMA ، عناوین، چکیده ها و متون کامل مورد بررسی قرار گرفت در نهایت 105 مقاله تحلیل شد. با تمرکز بر حاکمیت شهری و شهر هوشمند، این مطالعه به دنبال ارائه درک جامعی از اهداف، مؤلفه‌ها و زمینه‌ های حکمروایی شهری هوشمند و ارائه چارچوب مفهومی بوده است. بر این اساس، چارچوب حکمروایی شهری از منظر شهر هوشمند شامل زمینه اجتماعی و فضایی، سه مؤلفه همپیوند نهاد ها، فناوری، فضای شهری و چهار هدف اقتصادی، سیاسی، اکولوژیکی و فرهنگی است. منطق این چارچوب یک رابطه بالقوه بین زمینه اجتماعی و فضایی و حکمروایی شهری هوشمند را نشان می دهد که تاثیر زمینه اجتماعی و فضایی بر حکمروایی شهری هوشمند متکی بر تعامل بین فناوری، نهاد ها و فضای شهری است.

Meta-Synthesis of Urban Governance Concept from the Perspective of Smart Cities

چکیده [English]

Urban governance traditionally includes hierarchical and bureaucratic structures in which city governments play a central role. The emergence of smart cities, characterized by the use of information and communication technologies to improve urban services and infrastructure, requires a review of these traditional models. This article has been made with the aim of meta-combining the concept of urban governance from the perspective of a smart city. In this study, a meta-combination method based on Sandlowski and Barroso's guide was used as a pre-defined narrative review. 1425 articles were obtained by searching Scopus and Google Scholar databases. After that, using the PRISMA checklist, the titles, abstracts and full texts were examined, finally 105 articles were analyzed. Focusing on urban governance and smart city, this study has sought to provide a comprehensive understanding of the goals, components and contexts of smart city governance and provide a conceptual framework. Based on this, the framework of urban governance from the perspective of a smart city includes the social and spatial context, three interconnected components of institutions, technology, urban space and four economic, political, ecological and cultural goals. The logic of this framework shows a potential relationship between the social and spatial context and smart urban governance that the impact of the social and spatial context on smart urban governance relies on the interaction between technology, institutions and urban space.
