چکیده

روند شکل گیری دولت - ملت ها در حوزه خلیج فارس در حال تکامل بوده و دلایلی از قبیل اختلافات ایدئولوژیک، ساختار های ایلی، قبیله ای و قومی این روند را با مشکلات جدی مواجه ساخته است. علی رغم علاقه برخی از دولت ها برای توسعه سیاسی، ایجاد پروسه ساختار دموکراتیک و... همانطور که شاهدیم موفقیت خاصی که نشان از این مرحله باشد؛ حاصل نشده است، علی ایحال با طرح این موضوع مقاله حاضر به بررسی فرآیند شکل گیری این موضوع پرداخته و به بررسی این سوال پاسخ خواهد داد. اینکه چه موانعی از شکل گیری دولت ملت به ویژه در منطقه خلیج فارس جلوگیری نموده و چالش های اساسی پیش روی دولت ها چه موضوعاتی می باشد. در پاسخ به نظر می رسد مورادی مانند نگاه منفعت محورانه دولت ها به مسائل، ساختار داخلی، فرهنگ عمومی و در نهایت رقابت‌های منطقه‌ای از عوامل و چالش های مهمی است که در این وضعیت وجود داشته است. در این راستا دو کشور قطر و امارات برای تبیین موضوع مورد بررسی قرار خواهند گرفت، هدف اصلی پژوش نیز ارائه راهکار و برون رفت از چالش های موجود بوده تا مدل موثری برای دولت های منطقه ارائه گردد.

The process of nation-state formation in the Persian Gulf is evolving and reasons such as ideological differences, tribal, tribal and ethnic structures have made this process face serious problems. Despite the interest of some governments for political development,.However, by proposing this issue, this article will investigate the formation process of this issue and answer this question. What obstacles have prevented the formation of the nation state, especially in the Persian Gulf region, and what are the basic challenges facing the governments.In response, it seems that the interest-oriented view of governments on issues, internal structure, public culture and finally regional competitions are among the important factors and challenges that existed in this situation. In this regard, the two countries of Qatar and the UAE will be examined to clarify the issue, the main goal of the study is to provide solutions and solutions to the existing challenges in order to provide an effective model for regional governments.The present article is analytical and descriptive with respect to the considered components and it is explained based on the theories of constructivism and realism,
